The Budget Officer and Facility Coordinator will handle all Library budgets/finance and serve as liaison with the Comptroller’s Office, Purchasing, Central Receiving, Physical Plant, etc. He/she will serve as coordinator/liaison between the Library and construction teams on all aspects of renovations, including scheduling construction/renovation activities; work with architects, state facility planning representatives, SU system representatives, physical plant and others as required. This person will oversee and coordinate required changes in departmental services and operations; coordinate inspections of renovations to make sure work is completed satisfactorily.

Associate Vice President for Financial and Treasury Services


The Associate Vice President for Financial and Treasury Services reports directly to the Vice President for Finance and Business Affairs and is responsible to the Vice President for coordinating the system-wide financial management and reporting functions for the Southern University System (System) Finance Office. The incumbent in this position is responsible for exercising broad oversight to ensure system-wide financial accountability, efficiency and effectiveness of operations, and compliance with federal and state laws and regulations, and System policies and procedures. The Associate Vice President for Financial and Treasury Services ensures the System accounting and reporting functions complies with generally accepted accounting principles and governmental accounting standards.

The Associate Vice President Financial and Treasury Services is responsible for providing oversight and guidance with system-wide cash forecasting and investment activities, administration of the centralized, on-line finance, payroll, and student systems, coordinating the year-end close processes for the System, review and consolidation of the System’s Annual Financial Report (AFR) for inclusion in the state-wide Comprehensive Annual Financial Report (CAFR), and facilitating the calculation and negotiation of the System’s indirect cost rate agreement.

The Associate Vice President for Financial and Treasury Services at the request of the campus-based chief finance officer, or at the direction of the Vice President for Finance and Business Affairs assists and advises the chief finance officers on matters relating to cash forecasting, investments, accounting, and financial reporting.


  • Oversees the System’s control processes to ensure financial objectives are achieved, and operational processes are effective and efficient; ensures compliance with laws, regulations, policies and procedures; ensures system-wide financial reports are accurate, reliable and submitted timely.

  • Provides secondary leadership in financial and treasury operations and serves as a member of the Vice President for Finance and Business Affairs’ core Finance Team in collaboration with other team members to facilitate the smooth and efficient flow of operational processes.

  • Coordinates the opening and closing of Banner month-and-year-end accounting periods including the year-end accrual period and running the year-end close processes in Banner Finance to close and open prior and new fiscal years.

  • Reviews and recommends changes to existing policies and procedures to ensure compliance with federal, state and university regulations. Facilitates the implementation of system-wide policies and procedures upon approval by the Vice President for Finance and Business Affairs, President, and Board of Supervisors.

  • Establishes and maintains fiscal procedures and accounting controls to comply with generally accepted accounting procedures, governmental accounting standards, laws, and regulations governing the financial and treasury functions for the System. Recommends and implements (upon approval) policies, procedures, and operating controls to comply with generally accepted accounting procedures and governmental accounting standards.

  • Participates in developing and implementing broad organizational goals, objectives, and policies for the campus-based finance units.

  • Interprets the intent of university, state, federal and local policies and procedures. Interprets and provides guidance for implementing new accounting standards to ensure financial compliance with state and federal laws and regulations. Reviews financial contracts and proposals to insure all financial requirements are submitted in the best interest of the System.

  • Serves as the primary advisor to the Vice President for Finance and Business Affairs on finance and treasury related matters. Acts on behalf of the Vice President for Finance and Business Affairs including signatory authority in his absence and at his request.

  • Interacts and consults with internal, legislative, federal and other independent auditors regarding the accounting, financial reporting, and treasury operations for the System.

  • Serves as System liaison for communicating accounting and financial reporting information and resolving problems with campus-based finance offices.

  • Evaluates the effectiveness of system-wide finance policies and procedures and recommend and implement changes when needed.

  • Maintains professional and technical knowledge by attending workshops, conferences and meetings as a System representative, reviewing professional publications and establishing professional networks in the area of finance. Chairs and serves on official system-wide committees.

  • Performs other duties and responsibilities as assigned by the Vice President for Finance and Business Affairs.
  • Qualifications

    Minimal Qualifications:

  • Bachelor's degree in Accounting, Finance or related field (Master's Degree and/or CPA is a plus.
  • Minimum of 5-7 years progressive experience in higher education, a related non-profit field or public accounting, with direct supervisory experience.
  • Strong leadership, communication, and problem solving skills required.
  • Demonstrated successful track record in a financial or related environment with diverse functions, complying with organizational policies and procedures, and adhering to accounting standards.
  • Functional knowledge of financial information technology is a must. A higher level of computer based reporting and integration with a variety of technology will be necessary.
  • Experience with Banner finance, payroll, and AR software is highly desired.
